| Speech of Mr. Yi Xiaozhun at the Forum on Industrial Development through South-South Cooperation |

Mr. Yi Xiaozhun, Vice Minister of Commerce and leader of Chinese delegation, attended the 11th Annual Conference of United Nations Industrial Development Organization on Nov. 28 2005, and gave a speech at the Forum with a title of "Promotion of Industrial Development and Trade, Reduction of Poverty through South-South Cooperation". Mr. Yi Xiaozhun pointed out in his speech that China, as a member of developing countries, was an active advocator and supporter of South-South Cooperation. China insisted on the principle of "equality and mutual benefit, focus on practical effect, long-term cooperation and common development" for a long time to positively take part in the South-South Cooperation. The Cooperation with other developing countries became a part of the strategy of China's all-round opening up and content of the cooperation was gradually richened and scale expanded rapidly. China advocated that developing countries should strengthen unity and attach importance to the Cooperation, enhance consultation of policies, actively participate international economic decisions, exploit the way of thinking, reinforce ability construction, transfer various kinds of resources and expand cooperation channel to promote new progress of South-South Cooperation.
Vice Minister Yi Xiaozhun reiterated the position expressed by President Hu Jintao at the high level conference for development and capital raising of the summit of UN 60th anniversary that China was a developing country with lower income and still confronted with many difficulties and challenges in the process of development, but we would endeavor to support and assist other developing countries to expedite their development. China provided preferential tariff treatment for more than 30 least developed countries and reduced and canceled debts of relative countries. Regarding to specific cooperation with United Nations Industrial Development Organization to push forward South-South Cooperation, Mr. Yi Xiaozhun put forward the following 4 suggestions:
1, to realize strategic alliance. The Organization should work together with UNCTAD and UNDP and other institutions to push forward the reaching of strategic cooperation agreement on South-South Cooperation.
2, to draft development planning. The Organization should make a comprehensive and feasible plan to push forward the South-South Cooperation.
3, to establish a capital raising mechanism. The Organization should raise capital with members for promotion of South-South Cooperation to guarantee the launching and implementation of the project.
4, to enhance implementation and appraisal. The Organization should take the South-South Cooperation as one of the topics of the futures’ conferences, and the secretariat should issue annual report on the Cooperation.
