WTO Reviewed China's Trade Policies for the First Time After the Accession

Geneva, April 19 (Xinhua)-- The First Review on China’s Trade Policy after its accession into WTO was held in WTO headquarters, Geneva, on April 19. Yi Xiaozhun, Chinese Vice Minister of Commerce, introduced the development status of China's trade and economy in 4 years after its entry into WTO, the attended members highly appraised the achievements made by China in economic development.

Mr. Yi Xiaozhun, leading a Chinese delegation to participate the Review, said in his speech that the rapid growth of Chinese economy provided extensive market for countries all over the world, offered huge trade opportunities to investors and supplied commodities with low price and high quality to consumers, which was the important contribution to the global economic development. China insisted on the opening-up strategy of mutual benefit and win-win, earnestly implemented the commitments made while entering into the WTO and advocated to settle trade disputes among all members in line with WTO tenet and principle. China undertook the obligation corresponding with its development level in the big family of international trade, and was a member of responsibility and the important force realizing common prosperity and promoting world peace.

He stressed that China's trade policy was not designed for seeking trade surplus but for a basically balanced import and export. China would attach more importance to development depending on domestic market. It was the established policy of Chinese government to push forward economic growth through enlargement of domestic demand.

Mr. Yi Xiaozhun briefed situation of the Eleventh Five-year Planning of China to WTO members. Columbian Ambassador, as the president of the Review Meeting, Singaporean Ambassador, and other WTO members representatives from India, Chile, USA, EU, Canada, Australia, Japan and Switzerland extended high appraisal to achievements made by China in economic development. Attendants thought that China's accession to WTO brought chances to the world, China kept its word and made great contribution to multi-lateral trade system. Members also completely affirmed the constructive function of China in the Doha Round Negotiation.

The Review on Trade Policy is one of important missions of WTO, aiming at promoting members to understand economic and trade system, policy and futures tendency of each other, and enhancing the transparency of trade policy among all members. WTO members should regularly hold review meetings according to ranking in global trade: biennially for top 4 members, once every 4 years for No. 5 to 20, and once every 6 years for other members, but more flexible arrangement for the least developed countries.

China entered into WTO in Dec. 2001, and ranked No. 6 in global trade, therefore, the first review on trade policy of China was held in 2006, 4 years later since the accession to WTO. Now, China rose to No. 3 in global trade and would hold the review meeting biennially in the future. China and WTO prepared for 4 years for the Review Meeting. The WTO Secretariat drafted Report of Chinese Trade Policy with over 300 pages, expatiating on the economic and trade system and policy of China. On the other hand, Chinese government issued a policy statement on paper, reviewing the development of Chinese economy and trade after its accession, especially the situation of commitment implementation.

The Review Meeting was held for 2 days, and WTO discussed with China Party issues of some specific policies at the Meeting on April 21. By now, China had received more than 1100 problems on paper from 24 WTO members and Chinese delegation submitted written response to the issues.
