Yi Xiaozhun spoke in the 2nd China Service Trade Conference

The press conference for the 2nd China Service Trade Conference was held in the afternoon on November 23rd. Mr. Yi Xiaozhun, Vice Minister of Commerce, and Mr. Cheng Hong, Vice Mayor of Beijing , made general introduction of this conference and answered questions raised by Chinese and foreign reporters.

Mr. Yi said that the share of service trade in global trade is on the increase with the development of economic globalization, and has become another driving force for economic growth and focus of competition among major countries. As China is entering a new phase of development, the development of service trade is very significant for China to transform the growth mode of foreign trade, improve the level of modern service industry and realize sound and rapid growth of the national economy.

Yi emphasized that Central Committee of Communist Party of China (CPC) and the State Council had attached great importance to the development of service trade. Hu Jintao, General Secretary of the CPC Central Committee, clearly required to “energetically develop service trade” in the Report of the 17th National Congress and the Central Economic Work Conference. Premier Wen Jiabao raised the issue of “promptly improving policies and measures to encourage development of trade in services” and “strive to expand service export”. With the rapid development of internationalization of service industry, Chinese service trade has also developed rapidly. Export volume of China’s service trade rapidly grew from $2.5 billion in 1982 to $146.45 billion in 2008, with annual growth rate of 17% which is about twice over the average growth rate of the world. And the ranking of service trade export in the world rose to No.5 in 2008 from No.28 in 1982.

According to Yi, China has made great efforts to promote the development of service trade in recent years, but work in this field is still new in China. With the objective of Communication, Cooperation, Opportunities and Development, the 2nd China Trade in Services Congress will mainly be attended by service trade enterprises. It will actively explore a professional promotion platform which integrates forum, presentation and transaction. This is in accordance with features of service trade development. The conference includes the opening ceremony, comprehensive conference and specialized trade talks and will show the following three major characteristics:

1. Highlighted Theme. With the theme of “Trade in Services: A New Driving Force For Global Economic Recovery”, this congress will discuss in-depth the development trend of current international financial crisis. The opening ceremony will be held in the morning of November 24th in China National Convention Center in Beijing. At the opening ceremony, Chen Deming, Minister of Commerce, together with representatives from international organizations and intermediary organizations and government officials from other countries, will explore measures for coping with the harmful impact caused by the crisis and methods for promoting the development of service trade.

2. Plenty of activities in trade talks. Specialized trade talks will focus on emerging services sectors with high added values and activities will be held in eight specialized fields including Design Services. Forums and seminars will be held in each specialized trade talk to discuss the trend of industrial development and the direction of international cooperation. Meanwhile, enterprises will release information, hold business talks and discuss the investment and trade cooperation. Through business matching meetings and exhibitions in the 8 fields, service trade enterprises from at home and abroad will gain opportunities for cooperation.

3. Distinct features of internationalization. Head of international organizations and honored guests like Minister of Knowledge Economy of Korea will attend the opening ceremony and give their speeches. Participants of the 4th International Seminar on Trade in Services include senior officials from international organizations and some developed countries and regions, experts and scholars from intermediary organizations in the service industry. And they make in-depth discussions. So far, ten countries and regions including Britain have confirmed attendance of their delegations. Representatives from organizations such as KPMG, Standard Chartered Bank, IBM, McKinsey, London International Advertising Festival, Softbank, Australian Interactive Media Industry Association (AIMIA) will attend specialized trade talks and deliver speeches.

There are 8 specialized activities in this conference, including Design Services, Summit Forum for Innovation and Development of China’s International Advertising Service, Digital Animation and Games Talks, Forum for International Cooperation of Chinese Environmental Services, International Cooperation of Chinese Financial Services, Forum for International Technology Trade, Shanghai International Exchanges of Cultural Services Platform and Beijing Commercial Services Talks.

Considering the characteristics of service trade, the congress will also hold exhibitions in 7 fields like design services, advertising services, digital animation and games, environmental services, financial services, technology trade and cultural services. Additionally, UK Trade & Investment will hold special exhibition of “50 Years of UK Creation”, which covers exhibition area of 1500 m². By combining with exhibitions, the congress aims at exploring promotion system suitable for the service trade.

Besides, many honored guests from HK, Macao and abroad are invited to the opening ceremony and give speeches, including Choi,Kyung-Hwan, Minister of Knowledge Economy of Korea, Alejandro Jara, Deputy Director-General of WTO, Vinod Thomas, Senior Vice President at World Bank, Petko Draganov, Deputy Secretary-General of United Nations Conference on Trade and Development (UNCTAD), Mario Amano, Deputy Secretary-General of Organization for Economic Co-operation and Development (OECD), Michael Lee, Chairman of International Advertising Association (IAA), Juergen Boos, Chairman of Frankfurt Book Fair. Moreover, Mrs. Rita Lau Ng Wai-lan, Director of Commerce and Economic Development Bureau of Hong Kong Special Administrative Region and other officials, experts and scholars from WTO, OECD, UNIDO, German Economics Ministry, Hong Kong General Chamber of Commerce, Australian Services Roundtable etc. have also confirmed to attend the ceremony and give speeches in the 4th International Seminar on Trade in Services. Li Bingkang, President of Macao Trade & Investment Promotion Institute, and officials of embassies in China from countries including UK, Japan will also be present at the ceremony.

Distinguished guests who will attend and give speeches are representatives from Korea Institute for Sustainability Management, KPMG, Standard Chartered Bank, Canada CWN, Canadian-Chinese Professional Accountants Association, HSBC, IBM, McKinsey, Omnicom, WPP Group, Dentsu Inc. (Japan), London International Advertising Festival, Softbank, Australian Interactive Media Industry Association (AIMIA) and Graphic Arts Services Association of Australia. The number of participants to all activities reaches 2,000, with 200 foreign guests participating in the congress. So far, countries and regions like UK, German, U.S.A., Canada, Korea, Singapore, Australia, Hong Kong, Macao and Taiwan, have confirmed that their delegations will attend the congress.

In the press conference, Vice Mayor Cheng Hong, on behalf of co-organizer of this congress, gave brief introduction about preparation work. Almost 200 people attended the press conference, including representatives from the host, organizer, co-organizer and reporters from home and abroad.

The 2nd China Service Trade Conference is hosted by Ministry of Commerce, organized by Beijing Municipal government and supported by Ministry of Science and Technology, Ministry of environmental Protection, Ministry of Culture, State Administration for Industry and Commerce, General Administration of Press and Publication, China Council for The Promotion of International Trade etc.
