MOFCOM held 2006 Information Briefing of Agricultural Exports & Benefiting-farmers Seminar in Beijing on Nov 29.
Vice Minister Yi Xiaozhun addressed that agriculture, farmer and countryside were the basic problems that related with overall modernization construction. Central committee attached great importance to it and clearly put forward that the settlement should be placed as the most significant work among works of CPC, solidly pushed forward socialist countryside construction and promoted coordinated development between rural and urban area. Under joint effort of all authorities, China’s agricultural exports achieved steadily increase. In the 10th Five-year period, the export increased 11.65% annually and ranked the 5th place for years running according to the statistics from WTO. Its proportion of international agricultural trade rose from 3% to 3.4%. In the first 10 months of 2006, China’s agricultural export hit US$24.56 billion, up by 12.7% year-on-year. The export was hoped to break through US$30 billion in 2006 and reached a new historical high with current increase.
Mr. Yi pointed out that agricultural exports, with its special characteristics, played an important role for a long time in driving rural employment, increasing farmers’ income, optimizing agricultural industrial structure and boosting modern agricultural construction. And it was significant for settling problems of agriculture, farmer and countryside. MOFCOM attached great importance to agricultural export and carried out a great number of works centering on enlarging its export in recent years.
1, Research and formulate developing program for agricultural exports. MOFCOM formulated and released the first Five-year developing program, 11th Five-year Developing Program on Agricultural export in 2006.
2, Intensify cooperation among ministries and form comprehensive power. In 2005, Ministry of Commerce, Ministry of Finance, Ministry of Agriculture and General Administration of Quality Supervision，Inspection and Quarantine jointly reported to the State Council Report on Further Carrying out Agricultural Export in 2005 which put forward policy suggestion promotion of such export.
3, promote credit insurance for agricultural export and actively prevent market risk. In 2006, MOFCOM released, jointly with China Export and Credit Insurance Corporation, Circular on Further Supporting Agricultural Export through Export and Credit Insurance, which further improved system on export and credit insurance. Under support of relative policies, agricultural export and credit insurance scale increased fast and consciousness and ability of preventing risk of ventures got obvious improvement.
4, expand foreign talks and actively respond against foreign technological barrier. MOFCOM and General Administration of Quality Supervision，Inspection and Quarantine shall develop foreign talks through bilateral and multilateral channel, which obtains bigger international market space for China’s exporting ventures.
Mr. Yi said, public information service for agricultural export was the key work of MOFCOM to push forward in recent years. Opinions on promoting new socialist countryside construction of State Council of CPC Central Committee makes clear requirement of actively promoting agricultural informationization construction and fully utilizing and integrating information resources related with agriculture.
Mr. Yi expressed the service was a key part of public commercial information service system, so that MOFCOM should keep enlarging investment, enriching content, increasing overseas market price information, improving service level and better serving to agricultural trade and exported ventures.
On the information briefing Mr. Yi started up the new website of Specials for Agricultural Trade of MOFCOM, released the mark for information service of agricultural export.
